About Us

Angel Hill Surgery is a well-established, single-site GP training practice caring for approximately 14,000 patients. We have six GP Partners, an experienced Practice Manager and a settled, committed team of around 45 staff who take pride in providing high-quality, patient-centred care. We also benefit from PCN shared staff, who work both on site and remotely.

We are proud of our strong foundations, including our established training ethos, our excellent dispensing service supporting approximately 3,500 patients, and the strong relationships we have developed across primary care.

We are a successful independent GP partnership that values continuity of care, teamwork and a supportive working environment. Whilst maintaining the strengths of traditional general practice, we continue to develop and adapt, including investment in digital services, improved patient access and sustainable ways of working. We are an active member of the Bury St Edmunds PCN.

Following the retirement of our current Business Manager, we are seeking an experienced Business Manager to join our leadership team.

The Opportunity

This is a senior and varied role within the practice, working closely with the GP Partners and Practice Manager to support the effective running and future development of the organisation.

The Business Manager will be a trusted member of the leadership team, providing financial expertise, strategic insight and practical support to help guide the continued sustainability and development of the practice.

The role combines strategic thinking with hands-on responsibility. The successful candidate will be equally comfortable reviewing financial performance with the Partners, supporting business planning, managing estates matters or helping resolve the practical challenges that arise in a busy GP practice.

Key Areas of Responsibility

The Business Manager will have responsibility across:

  • Financial management and sustainability.
  • Business planning and strategic development.
  • Enhanced services (DES/LES) and contract management.
  • PCN/ICB and wider primary care relationships.
  • Estates and property management.
  • Governance, compliance and business continuity.
  • Information governance and data protection.
  • Supporting digital development and service improvement.
  • Oversight of CQC readiness and compliance.

Leadership Structure

The Business Manager reports directly to the GP Partners and is a senior member of the practice leadership team.

Working alongside the Practice Manager, Dispensary Manager and Reception Manager, the Business Manager plays a key role in the day-to-day running and future development of the practice.

The Business Manager and Practice Manager work collaboratively to provide effective leadership across the organisation, bringing complementary skills and expertise.

The Business Manager will provide regular updates, analysis and recommendations to the Partners through scheduled business meetings, ensuring that financial performance, risks, opportunities and strategic priorities are appropriately reviewed.

The Person We Are Looking For

We are looking for someone who is approachable, pragmatic and enjoys working as part of a team.

The successful candidate will have strong financial skills, sound commercial judgement and the ability to think strategically. They will be confident providing advice and challenge to GP Partners, interpreting financial information and helping translate opportunities and risks into practical decisions.

The role is varied and requires someone who is equally comfortable discussing long-term strategy with the Partners, reviewing financial performance, managing estates issues or helping to solve the day-to-day challenges that inevitably arise in a busy practice.

Flexibility, sound judgement and a willingness to take ownership are qualities we value highly.

Experience within general practice or the wider NHS would be advantageous, although we welcome applications from candidates with relevant business, finance or operational management experience.

JOB SUMMARY

Business Continuity, Business Sustainability

  • Working with The Partners to ensure that the practice has the vision and plans to keep up to date, where practicable, with current and future developments in technology and procedures. Budget, programme and manage changes within the surgery and its processes and monitor implementation.
  • Chair and manage outcomes of business meetings and away days and produce the practice development plan.
  • Keep up to date with the initiatives and programmes from the ICB, Suffolk Federation, Council and other organisations that provide services or commission services for our patients.
  • Review Data Protection Impact Assessment with SIRO and Caldicott Guardian Partners and with the Data Protection Officer ensure compliance with legislation of any new software and data request before implementation of the software.
  • Ensure the Business Continuity plan is in place, is reviewed and up to date.
  • Ensure that the contracts in place for the flats, hotel rooms, electricity supplies, gas supplies are reviewed in a timely manner so that any changes are completed in advance of review date.
  • Monitor the use of the clinical and administrative rooms so that optimum use of these is maintained.
  • With the Practice Manager, chair the business meetings.

 

Finance

  • Undertake the monthly payroll and monthly Partner drawings.
  • Monitor the three bank accounts and any practice loans, looking at maximise financial security and maximising interest gained on funds held. Ensure working capital is maintained. Maintain a working relationship with the bank business manager.
  • Scrutinise the PCSE statements and ensure, core payments, enhanced services, pensions, dispensing, invoices and another other payment and deductions are correct and timely received.
  • Administer the pension schemes in the surgery. Support and undertake Salaried GPs and Partners in their pensions administration. Ensure all staff that are not in the pension schemes are informed of their right to join a scheme when required. Undertake any investigations requested by PCSE or NHS Pensions.
  • Undertake a quarterly review of the accounts as they stand and ensure that you know how the accounts are looking compared to both the previous year and the end of year figures.
  • Manage surgery PCN invoices and service provision.
  • Have an overview of surgery capacity and any consequences of a reduction in provision is restored as soon as possible to ensure compliance with expectations in line with the service and the financial consequences of missing the targets.
  • Ensure all contracts are signed for that are agreed by the Partners and claim submissions are on time and completed correctly.
  • With the Accounts Administrator review, maintain and develop the accounting software.
  • Manage the end of year accounts with the accountants. Maintain a working relationship with the practice accountant team.
  • Manage any Partner payments

Care Quality Commission readiness

  • With the Practice Manager and Operations manager produce any new policies required. Ensure policies, procedures and guidelines are annually reviewed.
  • Monitor staff training
  • Keep up to date with CQC changes. Myth busters and information to ensure that all our policy and procedures are in line with these.

 

Health & Safety

  • Ensure all health & safety policy is up to date and annually reviewed.
  • Undertake the weekly, monthly checks of the surgery,
  • Complete any quarterly, six-monthly, and annual assessment are arranged and undertaken.
  • Undertake annual reviews rewrites and new H&S documentation (Risk Assessments, COSHH, DSA, etc)
  • Monitoring Infection control standards with the IPC Nurses.
  • Monitor cleaning standards
  • Ensure all equipment is maintained in line with legislation, manufacture and surgery policies.
  • Monitor for any equipment and building alerts.
  • Monitor and manage waste management.
  • Undertake the annual Croner H&S review.

Data Protection

  • Support the Caldicott Guardian and SIRO in their duties.
  • Review and monitor any DPIAs with the DPO
  • Manage the Data protection information, spot checks and data entry.
  • Complete the annual Data Protection Toolkit
  • Keep up to date with the DPO requirements on data protection activities.

Partnership

  • Manage any changes in Partnership, with session, property owning ratios and other amendments.
  • Partners leaving or joining the partnership
  • Management of the contract with the ICB
  • Management of change in bank documentation
  • Management of land register changes
  • Management of PCSE changes
  • Management of accounting changes.

Premises

  • Undertake and monitor the notional rent review
  • Manage the flats changes in occupancy, maintenance, recording to gas and electric meter readings
  • Manage the building and surrounding area that the Partners own to ensure it is safe to use.
  • Monitor the condition of the Hotel rooms (often every five years on lease review)
  • Manage any building works.

Assist and in their absence undertake the Practice Manager with all matters in their job description.
